LEPC LogoThe Fulton County Local Emergency Planning Committee (FCLEPC) was established by the Fulton County Board of Commissioners on  7 September 1988 .  It was created from the Hazardous Material Advisory Council in order to develop a hazardous materials awareness program involving the community, industry, local government, and the news media.

The LEPC attains its authority from the Superfund Amendments and Reauthorization Act (SARA) of 1986.  SARA contains the Emergency Planning and Community Right-To-Know Act (EPCRA) which requires that records of chemicals stored at a facility be public.  SARA also provides  the Federal Environmental Protection Agency (EPA) with the authority to work with States and localities to prevent accidents and develop emergency plans in case of a chemical release.  In other words, it requires industries to report information about the toxic chemicals they produce, use and/or store at their facilities to the counties in which they are located.  (EPCRA is also known more formally as SARA Title III).  This authority allows the Fulton County LEPC to manage SARA Title III activities within Fulton County .
